Saint Petersburg!

Beta 3 is up! Saint Petersburg is now playable. The rest of the changes are mainly bugfixes.

Changes:

• Added Saint Petersburg.
• Added Exit to Desktop option in the pause menu.

Fixes in beta 3 are:

• Station highlights always disappear on line deletion.
• Passengers will now be correctly coloured black when disembarking from recently mothballed lines.
• Pending upgrades aren't carried over to new games.
• Added fake pulse for when audio cannot be initialised. (I *think* this is fixed, but am unable to test).
• Fixed issue when blur effect wasn't removed when a game was restarted.
